<p data-start="178" data-end="279">謝哲耀指出，以高雄預售市場為例，今年1月成交量較去年同期衰退約44.6%，市場呈現「冷上加冷」，進入高度觀望期。在資金趨緊與信心不足下，建商多採「不開工、不開挖」策略，市場出現「大者恆大」與K型化發展。</p>
<p data-start="281" data-end="355">他表示，大型建商憑藉資金與品牌優勢仍可持續布局，但中小型建商壓力沉重，推案趨緩甚至停滯，未來恐出現供給斷層，並對代銷及上下游產業帶來長達兩年的衝擊。</p>
<p data-start="357" data-end="457">在金融面，謝哲耀指出，今年1月不動產放款集中度已降至近五年低點，房貸違約率僅萬分之八，顯示授信風險仍屬可控。業界建議央行調整計算方式，排除社會住宅、青年貸款及公共建設融資，以避免政策性資金被納入管制。</p>

<p data-start="459" data-end="525">此外，業界認為現行信用管制「一體適用」，忽略區域差異。對人口外移區域，建議放寬第二戶貸款成數至八成，以提升市場流動性，穩定區域發展。</p>
<p data-start="527" data-end="582">謝哲耀指出，第二戶貸款成數已回調至六成，被視為政策鬆動訊號。隨著市場出現價格讓利，現階段為購屋族觀察進場時機。</p>
<p data-start="584" data-end="669">產業面方面，2025年不動產業營業額減少約3,500億元，其中代銷業營收重挫45%，受衝擊最深。業者建議採「代銷為主」策略，降低包銷風險，並透過資源整合與分工強化競爭力。</p>
<p data-start="671" data-end="746" data-is-last-node="" data-is-only-node="">展望後市，謝哲耀預期下半年可望回溫，隨政策調整與信心回升，壓抑需求將逐步釋放。「現在市場不是沒有需求，而是需求在等待信心；當信心回來，成交就會回來。」</p>
